Among systems with sufficient weekly history, 3 have all three axes measurable. The gate needs any two. Axis 3 coverage states remain visible on each record.

Sensitivity to the axis z threshold

The current methodology uses z ≥ 1, a cohort floor of 5, and at least 5 average weekly commits for development velocity. The table changes only the z threshold; all other rules stay fixed.
